Born in Hull on August 25th, 1926, she was predeceased by her parents: Thomas Moncion and Germaine Dupont; her brothers: Jean (O.m.i.), Gilles (O.m.i.) and Yves. She leaves behind her sister Claire (Dimitre Kratchanov); her nephews: Christian Kratchanov (Nathalie Pereira), Denis Kratchanov (Manon Beaulieu) and Philippe Kratchanov (Natasha Lévesque), her niece, Denise Moncion; her great nieces: Gabriella, Léa and Mireille, her great nephew Vincent. She leaves behind several cousins and friends and in particular her good friend Marguerite Bailey who accompanied her during her illness and provided her with support and comfort.

Trained as a social worker, Denise began her career with the Hull Social Services and then in hospitals and children’s centers in Montreal and Toronto. She then became Director of the Women Student Services Office at the University of Ottawa before moving to the federal government in 1969 where she occupied various positions in the Department of Health and Welfare, the Treasury Board Secretariat and the Secretary of State. Her work involved the design of programs for young children and the advancement of the status of women and of the policy on bilingualism. In the 1970’s she became one of the first women to be promoted to the senior ranks of the federal public service.

Denise loved to travel, to cook and to listen to music and opera. She enjoyed these activities her entire life and in particular during her retirement years which she also occupied by returning to her social services roots by volunteering in the palliative care unit of the Élisabeth Bruyère residence. Throughout her life, she lived her faith by devoting herself to others. Much was given to her and she gave much in return.
